One reason is that in the primordial times prior to the internet, this is how discussion took place on BBS'(bulletin board systems), so the layout carried over for early internet forums.

It's easy to use, just click "new topic" at the top to make a new thread, or click "post reply" on any existing threads you wish to add to.
